The short answer is if you are outside of the government they will not match your pay. I’ve never seen it happen. If you work for the government outside of the IRS they will attempt to match your pay at the highest pay rate. So when I came in I came from another agency and they matched me as high as I could at step 10 in the grade they offered me.

Had I been internal as I had originally been at the IRS, they could have matched me and kept me as a step 00 instead of my maxing out at step 10 within grade. So if I were already a GS13 at IRS, they would match me at grade 9 step 00 to keep my salary at whatever my grade 13 level then add in LEAP. I believe they now take into account LEAP when matching grades within IRS with agents starting at step 00.

Are the accounting questions only on the KASE or the initial assessment as well?

I'm a GS-13 step 4 coming in as a GL-9 step 00. My firm offer this week stated my current salary amount, and that LEAP would be paid on top of it.

I just got notification to take the KaSE/Phase 3. I've seen back and forth on this topic, so to not request too much information about the exam-- should I just basically not worry about studying to prepare?

Does anyone know if you need to retake the KaSE exam if you received a passing score (CAT A/B) in November of 2021? I dropped out of the hiring announcement in 2021 right before the interview due to some personal things that came up, but I'm considering applying to this announcement before it closes.

I saw on this announcement that there was a "change in testing requirements, scores rendered prior to 12/1/2021 will no longer be valid", but from the way that paragraph reads, it seems like it's talking about the initial online assessment and not the KaSE.
