Smithsonian--Position cut "restructured" after interviewing process

I'd appreciate any insights regarding an interviewing experience I had recently at the Smithsonian. I applied for a position and the vacancy announcement stated "few vacancies"--this was confirmed during the interviews. After the last interview, I was told that I was the second choice. HR called and asked me to sit tight while they figured out if they could hire from the same cert or if they needed to readvertise. I appreciated the call which was very encouraging. They also said the process might take as long as a month.
In any event, I contacted HR last week and heard yesterday that the job was basically cut due to "restructuring of internal contractors"--Not the outcome that I had expected. I'm wondering if anyone else has experienced a similar situation. I'm trying hard not to read too much into this situation but it strikes me as a bit odd. Thanks in advance!

Sounds like things got jammed up with budgetary issues, so they decided not to fill the position. This is actually fairly common. Dont take it personally.

Fed hiring is a "don't call us, we'll call you" process. Unless the messaging is in writing it isn't messaging. Apply, move on. Interview, move on. Until you are sitting it the chair day one don't stop pursuing roles.

I was never interviewed fir a job and was selected fir the position in usajobs record keeping. Never got called/ contacted. The job was likely cut by a hiring freeze or anticipated budget that didn’t happen
