I was a 13 Step 8 and took a position with a different agency (DoD to DOT) as a 12 - they made me a Step 10 to maximize my pay loss. After training, I will be made a 13 again. Is there a mechanism to go back to 13 step 8 or is the best I can hope for a 13 Step 5 to avoid a pay loss from that step? Thanks for any help!

They are allowed to set your pay using your highest previous rate, so you would be eligible to go straight back to 13 step 8. It is not required, but I would be surprised if they didn’t.

I would be surprised if they did. My personal experience was GS-14/6 (NASA) to GS-13/10 (DoD). Over 7 years later, GS-14/6 (DoD). They didn't even give me credit for the 8 months I'd already been a GS-14/6, so I had to wait the full 2 years for the next step.
