In 2012, I left a dual status job where I was a GS 12, step 5 to return to active duty. I have now retired and took a job as a GS 7. I didn't negotiate a step increase at the time of hire because I thought I was out of luck after 5 years. However, I am hearing differently from a former coworker. My HR folks here said I was out of luck. My question is...are they right or do I have some regulatory recourse to at least get a higher step level? Thank you.

If you are already in the job, it’s too late. The time to negotiate was before accepting the final offer.

Apply for and be selected to a higher grades position and request that your pay be set based off of the previously held position. Otherwise what @DaVinci95 wrote. |
The excuse of, "I read it on FederalSoup..." won't work. Please do your due diligence. |
