In 2012, I left a dual status job where I was a GS 12, step 5 to return to active duty. I have now retired and took a job as a GS 7. I didn't negotiate a step increase at the time of hire because I thought I was out of luck after 5 years. However, I am hearing differently from a former coworker. My HR folks here said I was out of luck. My question is...are they right or do I have some regulatory recourse to at least get a higher step level? Thank you.

If you are already in the job, it’s too late. The time to negotiate was before accepting the final offer.
