As you know, some dental plans have waiting period for some service.
Question: if you stay in federal employee dental plan system all the time, but switch as one insurance company to another insurance company during opening season enrollment, does waiting period (of new insurance company) apply to you? If it applies, that means it is better to stick with one insurance company instead of changing insurance company.

what do you mean by waiting period? Do you mean plan limits? Like only x number of cleanings (or x-rays or crowns etc...) every six months or year or 5 years or whatever.
Those are plan limits and I do not believe they would limit a new plan from covering new services.
