Has anyone dealt with a Selective Service Waiver?

I was offered a job in the DOD branch (can't say who) back in November of last year (currently I'm a contractor at NASA). December 13th I was told I would need a "Select service waiver". This seems to have come up because I became a legal resident 7 days before my 26th birthday, so we have a 7 day window where I unknowingly didn't register for selective service. This was never a problem with NASA or any Student loans ect.

Anyway:
On 12/27/21 the paperwork for selective service was submitted by the DOD.
On 4/6/22 the paperwork bounced back to the DOD because "I need your letter to state "To OPM" instead of "To Whom it May Concern"."
On 4/8/22 the corrected letter was resubmitted to OPM, and I was told "it will not restart the clock"

Since then I have been checking in with my DOD contact monthly (probably driving her crazy), only to get back "no news from OPM yet". So maybe I did get put to the bottom of the pile again.

It's now been over 6 months since I was offered the job, and due to the tie-up I'm unable to get a grade level, official letter, or expected salary. The background check has not even begun. I'm now having to look for a temporary job because the NASA contract is winding up. My family is going crazy stuck in this "halfway house" between jobs, not knowing where we will move to.

Has anyone else seen this problem, how long would it normally take to get a waiver. Can I call anyone?
