Transfer to another DoD agency from OCONUS when PCS expenses are not authorized
Department of Defense
The Department of Defense (DoD) is charged with coordinating and supervising all agencies and functions of the government relating directly to national security and the United States armed forces. The mission of the Department of Defense is to provide the military forces needed to deter war and to protect the security of our country.
The Department of Defense is America's oldest and largest government agency -tracing its roots back to pre-Revolutionary times. Today, the Department is not only in charge of the military, but it also employs a civilian force of thousands. With over 1.4 million men and women on active duty, and 718,000 civilian personnel, DoD is the nation's largest employer. Another 1.1 million serve in the National Guard and Reserve forces. More than 2 million military retirees and their family members receive benefits.
Perhaps you are working for the DoD or interested in working for the DoD. Here is a forum to share your experience with the DoD.

Hi,
I can't seem to find a definite answer in the JTR, so wondering if someone here could help me. I am an Army employee OCONUS (Germany) and have completed the 36 months in my transportation agreement. If I accept an Air Force position in Colorado that does not authorize PCS expenses, would my Command still pay to move me back the distance to where I came from (Virginia) because I have completed the required 36 months, and then I would have to cover the rest of the cost of the move (Virginia to Colorado)? Thanks for any help!

Yes, that is part of your OCONUS transportation agreement. Your travel orders will be to the new location...you may even get the costs all the way to Colorado, it just depends on total cost--at most you should only have to pay the difference between what it would have cost going to Virginia vs going to Colorado.
Also, you may not get TQSE at the Colorado location (as they aren't paying relocation). If Colorado job decides to give you TQSE, your orders from your OCONUS command will have to be then amended by Colorado command (wish I'd known that before it came down to a week before leaving OCONUS, caused all sorts of havoc with pay).

Ok, thank you for the clarification. That's what I had thought, just couldn't find it anywhere. Would the Colorado HR people be who I ask about TQSE?
