In regards to rules with casing or not casing DPS and FSS, is it office specific? Can a postmaster allow casing of it? I am speaking of city carriers only. I know rural carriers have the option. Is it a rule that no city carrier is to case any DPS or FSS?

Unless you are the postmaster willing to support an increase in office time functions over the objections of your boss it is irrelevant.

No city carriers are not to case DPS, it is a street function, and should not be happening. |

Does anyone still get FSS on a regular basis? We haven't seen it in Phoenix for several months. Don't miss it a bit.
Most carriers have at least one yellow FSS tray. They're very useful, especially if you don't need a full-length gray tray. |

On rare routes, parts are better cased than to try to work them on the street.
Specifically medical buildings and large office buildings where if suite numbers are note on the envelope, it can be cumbersome to deliver "raw".
We had that agreement in my office. Even specifically discussed when doing "dry runs" for an office route inspection. Then the day the inspections started, the inspectors told the carriers they could not case the mail. The station manager came over and said "I never said that". Unbelievable how fast they can cave.
I don't know how those routes are being worked now. At the time, the carriers said they would just bring that mail back and case it the next day as mis-sequenced mail. |

It may be that local management will turn a blind eye. They may allow/encourage carriers to swipe to the street before they are actually pulled down. This has little downside for the carriers.
But the higher ups may eventually figure out what's going on...

Considering everything is going by the scanners here soon our swipes don’t really matter much. It used to be just get on field time as quick as you can. Now it’s about breaking the GEO fence.
From what we were told FSS is slowly being phased out. We case FSS here for the most part. DPS definitely not.

It is possible to game the system but there are also tells available in all of the data collected by USPS, where yeah it catches up eventually. It's become a built in part of the carrier job to overcome the stupidity of management in order to deliver the mail timely.

Why game the system by not signing into your scanner or using the load function, until the boss catches up to that.

At my last office if we were on 354 time because we were waiting on mail we had the option to case DPS. |

If we ever are waiting on mail we go deliver packages. If we are waiting on packages we go deliver mail. It’s crazy how fast a route goes when you have no packages….
